Retired U.S. Army Colonel with more than 35 years of experience in operational and technical security, counterterrorism, counterintelligence, surveillance and counter-surveillance, and emergency preparedness.
Bill has operated at the intersection of defence, homeland security, and private-sector critical infrastructure. His career spans senior special operations intelligence leadership, layered security system design in combat theatres, and executive roles within leading security consulting and technology firms.

Professional Background
During his military career, Bill served as Director of Intelligence for Theater Special Operations Command–North (USSOCOM), coordinating across the U.S. Department of Defense, federal law enforcement, and interagency partners.
He designed and implemented a counterterrorism information-sharing architecture known as the “Blue Network,” integrating domestic and international stakeholders in support of U.S. homeland security and defence missions.
Bill deployed multiple times to Iraq, commanding large bases in Al Anbar, Dhi Qar, and Basra Provinces. He was responsible for operations, force protection, and infrastructure security, including the planning and execution of layered security systems in high-threat environments.
Following retirement in 2018, he founded Phoenix 6 Consulting, specialising in risk-informed security design and operational resilience. He later led Thornton Tomasetti’s Security Consulting Group as Principal (2018–2022), and most recently served as President, Federal and Public Safety at Building Intelligence, advancing trusted access management software adoption within federal markets.
Bill is also an author and educator. He co-authored Inside Abu Ghraib: Memoirs of Two U.S. Military Intelligence Officers and has published more than 115 articles on security topics, with particular focus on small unmanned aircraft systems (sUAS) and public safety implications. He teaches leadership, strategic communications, and negotiation at senior military education institutions and universities.
